Трансформація державної програми реімбурсації лікарських засобів в Україні

Abstract

У статті проаналізовано трансформацію державної програми реімбурсації лікарських засобів в Україні у 2017–2026 рр. Розглянуто основні етапи розвитку програми «Доступні ліки» від початкового впровадження з обмеженим переліком нозологій до формування комплексної системи фармацевтичного забезпечення населення. Показано, що ключовими чинниками змін стали запровадження електронного рецепта, централізоване адміністрування через НСЗУ та поступове розширення переліку лікарських засобів і медичних виробів. Окреслено перспективи подальшого розвитку в напрямі цифровізації та гармонізації з європейськими стандартами.

The article analyzes the transformation of the state drug reimbursement program in Ukraine during 2017–2026. The main stages of development of the “Affordable Medicines” program are examined, from its initial implementation with a limited list of nosologies to the formation of a comprehensive pharmaceutical provision system for the population. It is shown that the key drivers of these changes include the introduction of electronic prescriptions, centralized administration through the National Health Service of Ukraine, and the gradual expansion of the list of reimbursable medicines and medical devices. Future development prospects are outlined in the direction of further digitalization and harmonization with European standards.
