Науково-методичні підходи до оцінки ефективності системи цін на лікарські засоби

Abstract

Запропоновано науково-методичні підходи до оцінки ефективності системи цін на основні лікарські засоби (ОЛЗ). Проведено моніторинг роздрібних цін на ОЛЗ та показників їх доступності за період листопад 2009 р. — січень 2010 р., результати якого порівняні з попередньо одержаними за той же період 2008-2009 рр. Встановлено негативну тенденцію "вимивання" ОЛЗ, оптово-відпускна ціна яких менше 12 грн. Доведено, що законодавче визначення правового статусу моніторингу системи цін на ОЛЗ та показників їх доступності дозволить використовувати його результати в якості ефективного методу державного спостереження у сфері фармацевтичного ціноутворення, у т.ч. визначати та прогнозувати соціально-економічні наслідки регуляторних заходів у цій сфері з боку держави.

The scientific and methodological approaches for evaluation of the price system effectiveness for the basic medicines (BM) have been offered. The monitoring of retail prices for BM and their availability parameters for the period from November, 2009 to January, 2010, as well as the comparative analysis of its results with the previously obtained ones for the same period of 2008-2009 has been carried out. A negative tendency of "washing out" of BM, which wholesale and retail price is less than 12 UAH, has been determined. It has been proven that the legislative determination of the legal status of the price system monitoring for BM and their availability parameters will allow to use the monitoring results as an effective method of the state monitoring in the field of pharmaceutical pricing, including determination and predicting the socioeconomic consequences of regulatory measures in this area from the state side.
