Історичний аналіз практики державного регулювання цін на медикаменти в Україні

Abstract

Проведено історичний аналіз державної політики регулювання ціноутворення на лікарські засоби в Україні від часів Радянського Союзу до сучасного періоду. Визначено сім історичних періодів застосування різноманітних підходів до державного регулювання цін. Аналіз практики державного регулювання цін на лікарські засоби в Україні свідчить про постійне порушення принципу управління цінами як єдиною системою і, як наслідок, виникнення диспропорцій між її частинами — оптовими та роздрібними цінами. Проведений історичний аналіз національної політики регулювання цін на медикаменти повинен сприяти науковому обгрунтуванню та розробці сучасних ефективних підходів до державного регулювання, які враховуватимуть вирішення питань соціального захисту населення, а також створюватимуть умови для інтенсивного розвитку вітчизняного фармацев¬тичного виробництва та мережі аптек.

The historical analysis of the state administration of prices on medicaments in Ukraine from the time of the Soviet Union till the present was fulfilled by the authors of the article. Seven historical periods were determined, during which different approaches to price administration were used. The practice analysis of prices state administration on medicaments in Ukraine shows the constant breaking of the principle of administrating prices as a whole system and, as a result, the appearance of disproportion between its constituent parts — the wholesale and retail prices. The historical analysis of the prices state administration on medicaments is necessary to scientifically ground and develop efficient approaches to price administration in modern conditions, which must take into account social guarantees of people medicmental provision, and also to create conditions for intensive growth of home pharmaceutical industry and pharmacy network.
