Удосконалення логістики зовнішньоекономічної діяльності вітчизняних виробників фармацевтичної продукції

Abstract

Дисертаційна праця присвячена логістиці зовнішньоекономічної діяльності вітчизняних виробників фармацевтичної продукції в умовах глобалізації світового господарства й інтенсифікації міжнародної економічної інтеграції. Уперше на основі проведеного дослідження розроблено методику оцінки якісних характеристик логістики ЗЕД для ВФП та запропоновано шкалу інтерпретації рівня розвитку логістики ЗЕД. За результатами аналізу визначено основні напрямки поліпшення логістичної діяльності фармацевтичних підприємств. Науково узагальнено та обґрунтовано підходи до оцінювання логістичного потенціалу та логістичних ризиків ЗЕД ВФП. Побудовано процесну модель управління логістичними ризиками ЗЕД. Запропоновано застосування FMEA-аналізу для виявлення ймовірних ризиків логістики ЗЕД та їх наслідків у бізнес-проєктах, які планує здійснювати ВФП за межами країни. Розроблено методику відбору логістичного перевізника, який має досвід співпраці з митними органами та відповідає вимогам, що висуваються належними фармацевтичними практиками до процесу транспортування фармацевтичної продукції. Удосконалено організаційно-економічний механізм управління логістикою ЗЕД фармацевтичних підприємств. Запропоновано методику вибору країн для експорту фармацевтичної продукції вітчизняних виробників.

Диссертация посвящена логистике внешнеэкономической деятельности отечественных производителей фармацевтической продукции в условиях глобализации мирового хозяйства и интенсификации международной экономической интеграции. Впервые на основе проведенного исследования разработана методика оценки качественных характеристик логистики ВЭД для ПФП и предложена шкала интерпретации уровня развития логистики ВЭД. По результатам анализа определены основные направления улучшения логистической деятельности фармацевтических предприятий. Научно обобщены и обоснованы подходы к оценке логистического потенциала и логистических рисков ВЭД ПФП. Построена процессная модель управления логистическими рисками ВЭД. Предложено применение FMEA-анализа для выявления возможных рисков логистики ВЭД и их последствий в бизнес-проектах, которые планирует осуществлять ПФП за пределами страны. Разработана методика отбора логистического перевозчика, который имеет опыт сотрудничества с таможенными органами и отвечает требованиям, предъявляемым соответствующими фармацевтическими практиками к процессу транспортировки фармацевтической продукции. Усовершенствован организационно-экономический механизм управления логистикой ВЭД фармацевтических предприятий. Предложена методика выбора стран для экспорта фармацевтической продукции отечественных производителей.

The dissertation is devoted to the logistics of foreign economic activity of domestic pharmaceutical manufacturers in the context of globalization of the world economy and intensification of international economic integration. The normative-legal support of logistic and foreign economic activity of domestic pharmaceutical enterprises is investigated, the shortcomings of the modern domestic normative-legal base are determined. The analysis of foreign economic activity of domestic pharmaceutical manufacturers is carried out and its main shortcomings are revealed. The logistic activity of the studied domestic pharmaceutical manufacturers is analyzed. It has been proved that the supply of CIP, CPT, DDU, FCA is used in domestic supplies of medicines to foreign consumers-partners and active pharmaceutical ingredients by suppliers to domestic manufacturers, the choice of which depends on the supply conditions selected during the signing of the foreign trade contract. The problems of logistics of foreign economic activity, inherent in the manufacturers of pharmaceutical products, are determined. The method of diagnostics of a condition of logistics of foreign economic activity of industrial pharmaceutical enterprises by means of a rating estimation of qualitative characteristics of logistics of foreign economic activity is offered. Based on the scores determined by experts, taking into account their weighting factor, an integrated indicator is calculated. The method of choosing the company of the carrier of pharmaceutical products in the conditions of logistics of foreign economic activity of production pharmaceutical enterprises is offered, which should take into account specific features of pharmaceutical products, technical and economic features of different types of vehicles for their maximum and rational use taking into account costs and cost indicators. The organizational and economic mechanism of management of foreign economic activity of the production pharmaceutical enterprise is formed, its distinctive features and principles of formation are defined. The standards of logistics of foreign economic activity of pharmaceutical enterprises, which perform informative, communicative, control, organizational, optimization and integration functions taking into account the specifics of foreign economic and logistic activity of pharmaceutical enterprises, finished pharmaceutical products and active pharmaceuticals, are researched and improved. A methodology for selecting countries for the export of manufactured drugs using a situation classification tree based on a set of parameters, which are divided into business (level of free trade); economic (level of involvement in international trade, the level of favorable business environment, the size of domestic gross income per capita in the 23 country); social (health index, population growth, level of accessibility and quality of social services) and political (level of order and security, level of compliance). The essence of logistic risks of foreign economic activity of pharmaceutical enterprises is investigated, on the basis of questionnaires of respondents sources of their occurrence are defined, classification of structure and structure of logistic risks of foreign economic activity is offered. Comprehensive and integrated logistics risk of foreign economic activity is calculated. Approaches to their estimation, a map of typical logistic risks of foreign economic activity of pharmaceutical enterprises and directions of minimization are offered. A process model of logistics risk management of foreign economic activity is built. A register of logistical risks of foreign economic activity has been created to facilitate the calculation of the value of logistical risks of foreign economic activity of pharmaceutical manufacturers and to minimize the time for this process. It is proposed to use FMEA-analysis to identify probable logistical risks of foreign economic activity and their consequences, determine security requirements and ways to mitigate the consequences for the system and obtain information about monitored objects in business projects of manufacturing pharmaceutical companies outside the country. The definition of "logistical potential of foreign economic activity of foreign economic activity" is offered. To assess the logistics potential of foreign economic activity, it is proposed to use quantitative and qualitative indicators using the synergy ratio. An integrated indicator of the logistic potential of foreign economic activity of manufacturing pharmaceutical enterprises is calculated. Scientific and methodological approaches to the management of the potential of logistics of foreign economic activity of industrial pharmaceutical enterprises are proposed. Regression dependences between the value of the logistic potential of foreign economic activity and its components and independent variables are determined. The models are adequate and can be used to decide on the effectiveness of the chosen strategy.
